The current research aims at identifying the reality of a culture of human rights in light of the current Arab conditions. It also tries to find ways to improve in these communities, and diagnosis the main problems that stand in front of publication in the Arab countries. We have adopted the historical method, comparative and descriptive and those rules and mechanisms in the analysis of subject Based on the foregoing, five axes has included in the research in addition to the introduction and a conclusion. The first axis is methodological framework for the search, while second axis is a historical overview of the evolution of human rights. As for the third axis is to clarify the reality of a culture of human rights in Arab countries. The fourth axis contains the most important goals of spreading the culture of human rights in society. Similarly, the fifth axis contains the main factors impeding the spread of the culture of human rights among individuals in the Arab community.
