الملخص
إن مشکلة الاشخاص ذوی الاعاقات تمثل احدى المشاکل المهمة التی یواجهها العالم فی الوقت الحاضر ویبرز ذلک بشکل واضح من خلال مواجهتهم عدداً کبیراً من العقبات والحواجز فی کافة المجالات المدنیة والسیاسیة والقانونیة والاجتماعیة والاقتصادیة والثقافیة وتتجسد هذه العقبات بشکل اساس فی حالات التمییز وعدم المساواة الظالمة التی یعانون منها مقارنة بغیرهم من الاصحاء فی المجتمع لذلک یهدف هذا البحث الى احترام وحمایة وتعزیز تمتعهم بالحقوق والحریات وتیسیر ممارستهم لها وذلک بوصفهم مواطنین یخضعون لحکم القانون ویتمتعون بحقوق قابلة للتطبیق
