الملخص
أعلنت الولایات المتحدة الأمریکیة التی تقود تحالفاً دولیاً غزا العراق فی 20/3/2003انها أنهت عملیتها العسکریة فی هذا البلد وذلک بتاریخ16/4/2003وقد قامت وزارة الدفاع الأمریکیة(البنتاغون)بالإعلان عن انتهاء الأعمال العدوانیة والبدأ بإعادة الأعمار وتقدیم المساعدة الإنسانیة فی العراق ومن اجل ذلک شکلت إدارة عسکریة برئاسة(جی غارنر) التی تحولت فیما بعد إلى ما یعرف بسلطة الائتلاف المؤقتة(C.P.A)"السلطة"فی 8/5/2003،وهو التاریخ الذی أرسلت فیه الولایات المتحدة الأمریکیة وبریطانیا رسالة إلى رئیس مجلس الأمن تضمنت إقراراً بانهما تنهضان بمسؤولیة ادراة العراق کدولتی احتلال
