One of the most important conclusions is the creation of criminal environment that would be inhabited by outlaws and these areas would be far away from the justice jurisdiction. Mixing the usages of the land creates duality in the areas results out of the handling of these lands. The criminal density and existence is controversially related to a simple gathering downtown .
